摘要:

公共衛(wèi)生與預(yù)防醫(yī)學(xué)在推動(dòng)人類發(fā)展的過(guò)程中起到了重要的作用。隨著社會(huì)經(jīng)濟(jì)的發(fā)展以及疾病譜、環(huán)境因素、生活方式、健康觀念的改變，預(yù)防日益受到重視?！丁敖】抵袊?guó)”2030規(guī)劃綱要》明確將“預(yù)防為主、關(guān)口前移，推行健康生活方式，減少疾病發(fā)生，促進(jìn)資源下沉，實(shí)現(xiàn)可負(fù)擔(dān)、可持續(xù)的發(fā)展”作為重要內(nèi)容，強(qiáng)調(diào)了“預(yù)防為主”工作方針的極端重要性。本文認(rèn)為，在踐行健康中國(guó)戰(zhàn)略中，只有堅(jiān)持探索具有時(shí)代特色覆蓋全民的公共衛(wèi)生體系，強(qiáng)化疾病預(yù)防控制體系在維護(hù)人民健康中的主體作用，強(qiáng)化各級(jí)政府的公共衛(wèi)生管理職責(zé)，以改革創(chuàng)新為動(dòng)力，促進(jìn)公共衛(wèi)生與臨床醫(yī)學(xué)的深度融合，不斷提升公共衛(wèi)生能力，強(qiáng)化宣傳，才能真正貫徹預(yù)防為主的衛(wèi)生與健康工作方針，發(fā)揮公共衛(wèi)生與預(yù)防醫(yī)學(xué)在健康中國(guó)建設(shè)中的引領(lǐng)作用，全面提升全人群和全生命周期的健康水平。

Abstract：Public health and preventive medicine have played an important role in advancing human development. With the development of social economy and the change of disease spectrum, environmental factors, lifestyle and health idea, prevention has been paid more and more attention by the society at large. The “Healthy China 2030 Planning Outline” clearly defines “prevention as the mainstay, moving forward, promoting healthy lifestyles, reducing disease occurrence, promoting resource sinking, and achieving affordable and sustainable development” as an important part，and emphasize the extreme importance of the “prevention-oriented” work approach. This paper believes that in the implementation of the healthy China strategy, only by persisting in exploring the public health system with the characteristics of the times and covering the whole people, strengthening the main role of disease prevention and control system in safeguarding people's health, strengthening the public health management responsibilities of governments at all levels, and promoting the deep integration of public health and clinical medicine with the impetus of reform and innovation， continuously improving public health capacity, and strengthening publicity, can truly implement the prevention and health-oriented guidelines, and play the leading role of public health and preventive medicine in the construction of healthy China and comprehensively improve the health level of the whole population and the whole life cycle.
